Position Summary

The Senior Manager (Programs & Finance) is a key leadership position responsible for financial oversight, program quality, compliance, planning, and coordination across departments. The role ensures financial transparency, effective program delivery, donor compliance, and strategic growth of the organization.

Key Responsibilities

Strategic Leadership

  • Support execution of SHAD Foundation’s mission and strategic goals.
  • Prepare annual plans, budgets, and organizational reports.
  • Strengthen partnerships with donors, government, and stakeholders.
Financial Management
  • Lead budgeting, financial planning, reporting, and audits.
  • Ensure compliance with regulations and donor financial guidelines.
  • Supervise accounting functions, payroll, grants, and financial transactions.
  • Manage cash flow, assets, and financial risk mitigation.
Program Management
  • Oversee planning, implementation, and monitoring of all programs.
  • Maintain quality standards and donor compliance.
  • Supervise program teams across locations.
  • Develop proposals, concept notes, and donor reports.
  • Manage project-based financial procedures including payroll, taxes, payments, and reconciliations.
Organizational Leadership
  • Support CEO/Board in strategic planning and policy development.
  • Represent SHAD Foundation in meetings with partners and government.
  • Strengthen internal systems and staff capacities.
Donor & Partner Engagement
  • Maintain relationships with donors and partners.
  • Oversee MoUs, contracts, and grant compliance.
  • Contribute to fundraising and resource mobilization.
  • Maintain strong working skill with government agencies, including: SECP, FBR, PCP, and EAD.

Qualifications

  • Master’s degree in Finance, Business Administration, or related field.
  • CA/ACCA/CPA (preferred).
  • Minimum 2 years’ experience in finance and program management within the development sector.
  • Expertise in budgeting, grants, audits, and multi-donor reporting.
  • Strong understanding of youth, education, and community-focused programs.
